The CX Campus in Milan has opened in the former Olympic Village at Scalo Romana, adding almost 1,700 beds to the city’s student accommodation supply. Developed through the conversion of the former Olympic Village, the project was completed in just four months. The new student residence forms part of the wider regeneration of the Scalo Romana district, which will include 105,000 sqm of residential development.
Around 80% of the available rooms have already been allocated, providing accommodation for approximately 1,300 students. Universities, local companies and direct bookings through the project’s website have driven this initial uptake. As a result, the residence now covers around 6% of Milan’s estimated student housing requirement. The city currently has around 200,000 students, while the estimated need for dedicated accommodation stands at approximately 30,000 beds.
The CX Campus in Milan also reflects a strong institutional investment approach. Italian institutional investors have supported the entire project, which provides for a 5% return under the agreement signed with the Municipality of Milan. This return remains below typical market levels, reflecting the project’s social housing component. Moreover, it stands only one percentage point above the yield of the 30-year Italian government bond.
Intesa Sanpaolo participated as both investor and lender, alongside Crédit Agricole and the Institute for Sports Credit. Together, the institutions supported a green loan of approximately €110 million. Furthermore, CDP contributed through CDP Real Asset SGR and the National Social Housing Fund, helping increase the number of beds available at subsidised rates.
Finally, the project benefits from broad institutional support. The partners include Regione Lombardia, the Municipality of Milan and Fondazione Milano Cortina 2026, as well as CONI and several Italian ministries. FS Italiane also supported the initiative, reinforcing its strategic role within the wider regeneration of the Scalo Romana area.
