
Stefano Mantella
General Manager – Department of Economy, Ministry of Economy and Finance
Since May 2024, Stefano Mantella, Esq., has held the position of Director General of the Directorate for the Valorization of Public Assets within the Department of the Economy at the Ministry of Economy and Finance. This directorate is responsible for policies regarding the valorization of public real estate and concession assets, as well as the management of databases created through the census of real estate assets, shareholdings, and concessions of state-owned property and services.
From 2021 to 2024, he was the head of the Mission Unit for the implementation of PNRR (National Recovery and Resilience Plan) interventions at the Ministry of Tourism.
From 2011 to 2021, he held the role of Director General of the Staff Directorate for Strategies, Valorization Projects, and Shareholdings at the State Property Agency (Agenzia del Demanio). In this capacity, he promoted initiatives aimed at the valorization of public real estate assets.
From 2010 to 2011, he was a Senior Associate at the DLA PIPER associated tax and law firm, where he primarily focused on the development of real estate finance operations, with particular reference to real estate funds.
From 2008 to 2010, he was a Consultant at SICOT s.r.l. – Treasury Consulting Systems, providing support to the Ministry of Economy and Finance on the topic of asset and public heritage valorization.
From 2006 to 2008, he held the role of Senior Associate at Delli Santi & Partners – Associated Law Firm in Rome, operating within the Real Estate Finance and Institutional Relations Department. He provided assistance in major real estate development operations, gaining significant experience in real estate finance transactions, with particular reference to the establishment of SIIQs (Real Estate Investment Companies) and real estate funds.
From 2000 to 2006, he carried out consulting activities at the Ministry of Economy and Finance – Department of the Treasury, Directorate I – Economic and Financial Analysis, providing support to the Directorate’s activities, with particular reference to the regulatory aspects within its competence. He also oversaw the preparation of the Directorate’s monthly Economic and Financial Note, contributing to economic and financial analysis and monitoring activities.
He is the author of numerous publications and specialized contributions in the fields of economics, law, and real estate finance, and participates as a speaker and lecturer in conferences, seminars, and advanced training master’s courses on the topics of public asset valorization and management.
